MODEL LEGISLATION Model legislation is a prototype that can be used as a basis to design legislation specific to a particular community. It is based on existing legislation that has proven successful and effective. Model legislation is designed to be both practical and comprehensive. It represents neither the strongest nor the weakest of laws already implemented. The purpose for including model legislation on the web site is to provide Illinois communities with the technical language, definitions, applications, violations, penalties, enforcement procedures, exemptions, etc. necessary for creating and developing tobacco-control ordinances.
